A superload is any vehicle or combination of vehicles which is beyond 16 feet in width or height or more than 160 feet in length or 2000 pounds or more in grow weight. The applicant is the company or person requesting for the permit to transport or haul or move the load. The requirements for moving superload must be submitted to the Central Permit Office in Albany before the move. The following are to be accomplished and submitted:
- The manufacturer of the load or transport should have a certification stating that the object or transport cannot be possibly divided into smaller parts.
- If requesting movement through New York and before manufacturing a superload the manufacturer or designer should get initial approval from the Central Permit Office.
- The applicant must write a letter stating that he or she is taking full responsibility for any damage which might be caused by the move.
- A letter from the applicant must be given to all the municipalities whose roads and highways will be used on the move asking for their permission. A contact name and phone number must be included in the letter written with the municipal letterhead. In case a state permit will be required by the municipality before it gives its permission, this state permit has to be acquired by the applicant and attach it to the letter to the municipality. The municipal police agency will provide the escort car.
- The applicant must have a signal contractor that would say what is acceptable to NYSDOT if the overhead traffic signal equipment on the route is within three inches of the height of the permitted load while moving at normal speed. This is for loads with a height that is over 15 feet or more. A bucket truck must be there to assist in the move and to signal when necessary.
- In cases where there are not enough vertical clearance on the route like the overhead power, telephone or cable TV wires are obstructions the applicant must make a list of all of these, the location of the facilities so remedial actions will be taken such as the power company may provide a truck and operator to lift the power line during the move. All these would be arranged by the applicant and which agency will be affected.
- In case the route requested has an at-grade railroad or the right of way crossing where the superload will travel, the applicant must be able to certify that the vehicle can safely cross the facility and has emergency phone numbers and name of contact persons from the designated company or agency which has the jurisdiction. The applicant must give the certification to the Department before the issuance of the permit.
- A vehicle whose gross weight is 16000 pounds or more must have a structural view. The Department may need the applicant to have a Professional Engineer license in the State of New York execute the structural analysis so he or she will be able to have a report for review by the Department.
- The bonding will depend on the dimensions and weight. In case there is combination of dimension and weight the total bond will be computed by adding the bond amount mandated for every dimension and total weight.
- The signage "SPECIAL HAULING ROUTE SURVEY FOR OVERDIMENSIONAL VEHICLE" will be needed.
